During normal full power operation of Units 1 and 2, while conducting routine maintenance on 500 KV BRKR No. 552-22, a malfunction of disconnect device No.39-22B occurred. Repair of this device required that the 500 KV Black Bus be deenergized. This left only one of the two offsite power sources operable pursuant to T.S. 3.3.1.1. The disconnect device was repaired and the Black Bus was reenergized at 1815 on 3-19-80. Since the other offsite power source as well as the three emergency diesel generators were operable, this event had no impact upon public health or safety. This is not a repetitive occurrence.

CAIISE DESCRIPTION AND CORRECTIVE ACTIONS (CONT'D)

The malfunction of the disconnect device was due to a failure of a horseshoe clip retaining a pin that connects sections of linkage used to operate the disconnects. The clip was replaced and the disconnect device was checked satisfactorily. The clip failure is considered to be an isolated occurrence. However, all similar clips have been inspected during a recent overhaul of each breaker.
