On 10-23-80, while the unit was in steady state power opera-Lion at 1827 MWL, a review of inspection results of the " fire was being conducted.

Fire doors door surveillance procedures" CS2, R61, R64, and R65 were identified as failing the inspec-tion cri.eria of the procedure.

Three of the doors did not have door closers installed.

Although these doors did not have closers in place, they were locked in a closed position.

One door had been structurally damaged such that it would not close properly.

This door was also under 24-hour surveillance f

by security personnel who were stationed at that door.

Tech Specs 3.13.6 states that

" Fire barriers protecting safety-related areas shall be functional at all times".

This event did not affect plant operations nor the health and safety of repetitive occurrence and was the public.

This event is a last reported on RO Report # 50-366/1980-142.

Door closers had not been installed on three of the doors per design requirements.

The remaining door had received structural damage preventing proper operation of the door.

Maintenance requests were issued to install closers and rel. l a c e the dataged door.

Fire watches were established per Tech Spece 3.!3.6.

Maintenance requests were successfully completed.
