for LER 50-321/1980-107 On 9-18-80, with the unit in steady state power operation (2410 MWt) a review of Tech Specs surveillance requirements versus the master surveillance schedule showed that HNP 3820, Safety Relief Valve Tail Pipe Pressure Switch FT&C, had not been performed at the required frequency.

This is a

nonrepetitive event; there were no effects upon public health or safety due to this event.

The procedure was written

.L o meet the requirement of Tech Specs section 4.6.H.5.a.1 and 4.6.H.5.a.2 (4.6.H.5.a.1 requires that a

functional test of all portions of instrumentation outside primary containment be performed at O

least once per 31 days, and 4.5.H.5.a.2 requires a complete functional test at each scheduled outage greater.than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> during which entry is made irto the primary containment if not done within the previous 31 days) as added by Tech Specs amendment

The cause of.the procedure's having not been performed was an i

inadvertent oversight in that it was never placed on the master surveillance schedule.

Immediate corrective action was to satisfactorily perform the procedure (for the portin -

outside of primary containment) and to place it on the master surveillance schedule.

Also, responsible personnel were r6 minded of the importance of meeting Tech Specs surveillance requirements.

The complete FT will be performed during the first such outage that meets the requirements of Tech Specs section 4.6.H.5.a.2.

No further reporting is required.
