Centlemen:

Millstone Nuclear Power Station, Unit No. 2 Proposed Revisions to Technical Specifications in Reference (1), Northeast Nuclear Energy Company (NNECC) was requested to submit a license amendment request for Millstone Unit No. 2 which would provide for redundancy in decay heat removal capability in all modes of operation.

Accordingly, pursuant to 10CFR50.90, NNECO hereby proposes to amend its operating license, DPR-65, by incorporating the changes identified in Attach-ment 1 into the Millstone Unit No. 2 Technical Specifications.

The proposed Technical Specifications are Combustion Engineering Standard Technical Specifications revised to be consistent with the Technical Specifica-tions presently in effect at Millstone Unit No. 2. Required information has been included to reflect actual plant designs and operating conditions.

The proposed Technical Specifications assure adequate heat removal capability in all operating medes and provide redundancy with respect .to single failure considerations. The proposed changes generally conform with model specifications provided in Reference (1), and NNECO, therefore, concludes that the Attachment is fully responsive to the Staf f request. It is noted that Specification 3.9.8.2 has been revised from the model specifications slightly to conform with other Millstone Unit No. 2 Technical Specification requirements.

The above-proposed changes have been reviewed pursuant to 10CFR50.59 and have not been found to constitute an unreviewed safety question. The basis for this determination is that the proposed changes are designed to increase the availability

' of systems which remove heat generated by power operation or decay heat during shutdown and assures the availability of the ultimate heat sink.

The Millstone Unit No. 2 Nuclear Review Board has reviewed and approved the above-proposed changes and concurred in the above determination.

NNECO has reviewed the proposed license amendment pursuant to the requirements of 10CFR170 and has determined that this change constitutes a Class Ill license amendment. The basis for this determination is that the proposal involves a single safety issue which c.;es not involve an unreviewed safety question.

Accordingly, enclosed is the appropriate Class III license amendment fee of

$4,000 (four thousand dollars).
