Emergency Plan has been scheduled for Vednesday, September 27, 1989. As previously subMtted in the aforementioned references, the Media Center and tha Joint Telephone Information Center (JTIC) would not participate in the exercise. The enclosed objectives and extent of play (Sections 2 and 3) has been revised to include the participation of the Media Center and JTIC.
The enclosure contains material considered confidential and should be withheld from public disclosure until completion of the exercise.

- 1. The Seabrook Station Roergency Response Organisation will demonstrate this objective. Initial activation will start ;
in the control Room. The Control Room will be stuulated by the Training Center Simulator.
A simulator controller will be stationed with the Exercise Shift Superintendent and will be on a telephone link with l the actual Shift Superintendent Controller in the Station Control Room. Actions initiated by the Exercise Shif t ,
Superintendent in the Simulator will be relayed to the Shif t ;
Superintendent Controller. The Shift Superintendent Controller will duplicate the actions associated with notifications, forms completion, and immediate interf ace with TSC responders in the Control Room based on decisions ;
made by the Exercise Shif,t Superintendent. All notifications will be conducted from the Station Control Room. ,

This objective will be demonstrated through a continuous onsite interface between the TSC and OSC where the TSC will 4 monitor and authorize protective actions for site access and exposure control. Security will implement any access control measures. The OSC will implement actions associated with protective equipment requirements, inplant access control, KI administration per Procedure ER-4.3, " Radiation Protection During Emergency Conditions,' and exposure control. Offsite personnel protective measures will be controlled from the EOF utilizing Procedure ER-5.2, ' Site Perimeter and Offsite Monitoring and Environmental Sampling,' if applicable.
Onsite Seabrook Station emergency response personnel shall don appropriate protective clothing. The ability to don and validate proper fitting of respiratory protection equipment-will be initially demonstrated and simulated thereafter. ,
For the purposes of this exercise, all personnel who are not clean shaven will he 'efused respirator protection.

- 13. This objective may be demonstrated through a coordinated l effort between the TSC and OSC, as scenario data warrants.
Emergency exposure authorizations will be performed in accordance with Procedure ER-4.3, ' Radiation Protection During Emergency Conditions." The EOF will demonstrate offaite emergency exposure authorization as scenario data warrants. .

It- should be noted that of f aite monitoring teams will be directed to drive to their assigned locations whereupon field dose rate information will be issued. If the assigned location is located in a high traffic area, tha teams will be directed to take air samples in lower traffic areas.
Sample data issued will parallel the actual assigned location.
