Copies wE be made available for all observers at least the day before the exercise. This wE noramly occur at the final briefing of controllers and observers conducted by the loensee, i

i REVIEW THE EMERGENCY PLAN AND IMPLEMENTING PROCEDURES Review the sections of the Emergency Plan which describe command and control, decision making, and communications. Review the implementing Procedures for the area you wi!! be observing.

  • EVALUATION OF EXERCISES FOR POWER REACTORS
  • This inspectior, manual chapter details inspection requirements in each area of licensee response. Note that more emphash is placed on the licensee's ability to implement the Emergency Pan (i.e. detection, c!*.ssi'ication, notificaticns, dose assessment, and prelective action recornmendations) than on the ability of the operators to mitigate the accident. h is not that operator action is less important to protection of public health and safety, but that the exercise is primarily a fest of the Emer0ency Plan. Operators are examined separately on their response to transients, and for the most part will be prevented from mitigating the accident during the exercise because of the need to,testi other parts of the response.

INTERACTIONS WITH LICENSEE PERSONNEL DURING THE EXERCISE Once the exercise has started, do not question players regarding their response. Any questions that come up should be directed to the Controlier in your area. Interaction with the player could leave us open to criticism that we prompted or otherwise interierred with the response, if questions cannot be satisfactorily resolved with the Controller, make note of them and pursue them after the exercise.

PROMPTING Be alert for indications of prompting by the Controller, i.e. providing information which would not normally be available to the players in such a manner. as to steer their response in right directiort.

Care should be taken to ensure that the exercise scenario is nN ccrpGrihd before or during the exercise by careless hancNin0 of the scorwio in your posseselon.

RECORDKEEPING DURING THE EXERCISE Maintain a log of times and actions for the major events during the exercies. This wt be very valuable during the team ultique that fotows. Use of the evaluation forms that are included in MC 82301 are not required, however your notes should be si#ciently detailed that you will be able to reconstruct pertinent information. As a general rule it is wise not to maintain field notes after you are satisfied that the report is issued and that it adequately addresses your observations.

TEAM CRITIQUE Following the exercise the observation team will assemble to critique the findings.

Sufficient time will be allowed for observers to resolve questions which arose during '.he exercise.

At the critique be p'opared to p9 vide the team leader a shod wrKten summary of findings kom your area.

These shculd include both strengthi and weaknesses noted and provide sufficient detail that they can be presented a the Econsee by the team leader. Normally, these findings will be incorporated into the repo t without any further need for an inspection report '1eeder*. If you feel tht.1 these frdings are tentative in any way such that morts toformation is necessary to determine t%ir validity, clearly indicate ihat concern to the team leader and obtain agreement as to how the issues will be resolved before the exit interview. I they have not been resolved before the edt interview inform the team leader of that fact so that the findings can be properly presented and discussed.

UCENSEE CRITlQUE Plan to attend the licensee's formal critique following the exercise. Attendance at the group critiques conducted by controllers / observers in preparation for their formal critique is not necessary, and in fact may prevent the players from openly discussing issues.

During the crtique be alert to determine whether the licensee has identified any weaknesses identified by the NRC observers.

This exeretse scenerto is based on a small break Loss of Coolant Mcident (LOCA) coinc minor fuel damage. Containment integrity is not breeched and there is no appreciable i

radiological release to the offstte environs. The exercise date is tssumed to be Womeeder, September 27,1989. The fol)owing Narrative Summary description of respones actions is hmited to those associated with the New Hampshire Yankee (NHY) Emergency Response Organization.
