Narrative

Report for LER 50-321/1980-104 During annual accessible snubber surveillance and subsequent testing for operability due to beir.g found low on fluid, five snubbers failed to meet the acceptance criteria for operability.

Each snubber failed operability criteria by the following values:

1E41-HPSEH-2,10 Kip - would not lock-up in the retract mode.

1E41-HPSEH-8B,10 Kip - failed extended bleed rate 10.81 IPM. llould not lock-up in the retract mode.

1E41-RHRH-214, 20 Kip - failed retract lock-up rate by 8.8 IPM.

1E11-RHRH-310, 3 Kip - failed extended bleed rate by.580 IPfi. Failed retracted lock-up rate by 6.7 IPM.

1E41-HPSEH-12,10 Kip - failed extended bleed rate by 5 IPM.

Snubber failure is repetitive as last reported on Reportable Occurrence Report No. 50-321/1980-070. There wgfd no effects on public health or safety.

The cause of the fail'ures was attributed to seal leakage.

Once the snubbers became low on fluid, air mixed with the remaining fluid causing an increase in l

the bleed rate or no lock-up at all.

Two snubbers were reconditioned, retested and returned to service. Three were replaced with spare snubbers.

Seal failure on hydraulic snubbers is a routine failure due to natural aging, environment and service of snubber. Normal surveillance is sufficient to detect this problem.

The generic review revealed no inherent problems.

The Hydraulic Shock and Sway Arrestor Inspection and Functional Test Procedure is used to verify operability of hydraulic snubbers in accordance with Section 4.7.4 of Tech Specs.

Due to these failures, required Tech Spec snubber surveil-lance frequency has been increased.
