V Gentlemen:
The subjact inspection report identified one violaticn of the Technical Specification and one deviation fran the Naticnal Fire Code. As applicable, our response to the violation includes:
(1) corrective steps which have been taken and results achieved; (2) corrective steps which will be taken to avoid further non-cmpliance; and (3) the date when full cmpliance will be achieved. As applicable, our response to the deviation includes:
(1) actions that we plan to take to meet our comu.tnents; and (2) the date when the above actions will be cmpleted.
This report was due to be subnitted within 20 days of our receipt date of Septe::ber 16, 1977, hcuever, an extension to hovembe n 197/ was granted by Mr. Thmas Westerman.

Surveillance Procedure 1304.95, " Fire Systen Testing and Training," requires that Prncad"re 1304.88, " Fire Water System Testing," be conducted enm every eighteen months.
Contrary to this requirenent, the above test has not been conducted since issuance of the operating license.

Surveillance Procedure 1304.95 also requires that procedure 1304.93, "Halon Fire System Inspecticn," be conducted monthly.
Cmtrary to this requirenent, the inspecticn had not been conducted for the period of Novenber 11, 1976 to August 23, 1977.

Surveillance procedure 1304.95 also requires that the plant superin'endent be notified if the required procedures or

tests had not or could not be performed. Contrary to this requirenent, the plant superintendent was not notified during the period November 11, 1976, to August 6, 1977,-of the failure to perform the required tests identified above.

NRC POSITION (2) Contrary to the Naticnal Fire Code, NFPA-80(Fire Doors and Windows),
1975, Chapter 2, Secticn 2-8.7.1, certain fire doors were tied open, propped open or had wiring passing through them in such a manner as to prevent the closing device frcm closing and i

A detailed review of fire doors by the Maintenance Group was prcmpted by this QC Inspecticn. Any doors lam 1M in error." Fire Door Keep Closed" had this erroneous la M ling r e oved.
Of the five Fire Doors found open in the IE Inspecticn Report 50-313/77-12, door 87 and 76 were labeled in error " Fire Door Keep Closed". Fire Door 70 has been closed, and the doors on botn ends of Rocm 111 have had the instrunent wiring blocking their closing removed.
i Also, a memorandum was initiated by the Assistant Plant Superintendent directing the acticns to be taken by all plant persconel when open fire doors are found.
