Your November 23, 1977, letter (Madsen to Cavanaugh) stated an under-standing that we would provide a supplemental response to our October 27, 1977, letter, which was in reply to your Notice of Violation dated Septem-ber 12, 1977.

Our supplemental response addresses the actions taken to satisfy our December 5, 1977, commitments and to prevent recurren-e of the items listed in the violation.

On October 28, 1977, group supervisors at Arkansas Nuclear One were in-structed by the Plant Manager to review procedures under their cognizance by December 1, 1977, to assure that the following corrective action will be taken.

1.

Assure that all prerequisites are satisfied and that all procedure references are available.

2.

Assure that all proc.tdure surveillance items appear on the departmental test control chart and are executed as required.

3.

Implement a program (punch list or other suitable means) for resolving those discrepancies found during the execution of the above items.

on March 3, 1978, a documented training session was provided for group supervisors.

In this training session the QC Engineer discussed Technical Specifications 6.8.1 and IE Inspection Report 50-313/77-12. Methods for assuring that procedures will not be inadvertently issued for implementa-tion were discussed in detail.

We believe that the training provided will adequately assure compliance with Technical Specification 6.8.1.

It is our belief that we at this time are in compliance with our commit-ment to provide assurance that procedures will not be inadvertently issued for implementation.
