STATEMENT OF WORK FOR CONSEQUENCES OF SABOTAGE AT NONPOWER REACTORS The attached memorandum from you: to R. S. Brown, Assistant to the Director and Chief, Program Support Branch, NMSS has been prepared for your signature in order that we may proceed with further study of potential con-sequences of sabotage at nonpower reactors.

This further study is based on

'the following: the attached memcrandum to the Commissioners from the Director, Office of Policy Evaluation, dated January 17, 1984; concerns by the ACRS about manipulation of reactor control systems; and concerns by a public interest group about the effects of incendiary devices on reactor compcnents.
