Technical Specification 6.9.2.a(5) requires reper:ing " Failure or malfunction of one or more components which prevents or could prevent, by itself, the fulfillment of the functional requirements of system (s) used to cope with accidents analyzed in the SAR."

Descri,gtion of the Event:

from the control room. The 'A' core spray system valves were 1 without power for less than two minutes.

Consequences of Event:

i When this event occurred, the 'A' LPCI system had already been  ;

declared inoperable due to failure to pass a surveillance test.  !

(Reference LER 3-80-03/3L). As a result two subsystems needed to l cope with large line break LOCA were inoperable from the automatic actuation mode. The 'B' core spray and 'B' LPCI systems were operable during the event.

Cause of Event: i j

The cause of this occurrence was failure of a normally energized Agastat relay to pick up when power was restored to the 1 4KV E bus. This prevented auto reclosure of E334 breaker three I

seconds after restoration of power.

Corrective Action:

The Agastat relay was replaced and tested. Engineering is reviewing this problem to determine if a modification is needed.
