. 4/17/78 I APPENDIX A Part I - Criteria for Inclusion of Items on the CSSC List The only requirement for inclusion of items on the CSSC list is that they be safety related. For this purpose, " safety-related ite=s" have been defined as chose that meet the following criteria:

A. Those items that are necessary to ensure

1. The integrity of the reactor coolant pressure boundary I 2.

3.

The capability to shut down the reactor and maintain it in a safe condition The capability to prevent or mitigate the consequences of an incident which could result in potential offsite I exposures comparable to those specified in 10 CFR Part 100 I 3. Those items which the CSSC Subcoc:mittee considers sho .ld receive the same level of quality assurance coverage as those listed in "A" above.

I To ensure uniform application of these criteria, the CSSC Subcommittee has developed guidelines which are more specific. These guidelines should be used with the knowledge. that any safety-related item should I be added to the CSSC list even if it does not specifically meet one of the attached guidelines.

SQ-0QAM l+/17/78 APPENDIX A Part II - Guidelines for Inclusion of Items on the CSSC List I Specific systems, structures, or components should be added to the CSSC list if they perform any of the following safety-related functions:

1.

I Maintains core reactivity control under emert, ency conditions including those covered by anticipated transients without scram.

(Scram Mechanisms) ,

I 2. Instruments and controls which are essential for emergency reactor shutdown, containment isolation, reactor core cooling, and contain-ment and reactor heat removal or are otherwise required for I preventing significant release of radioactive material to the environment. Instrumentation and controls that perform an essential secondary function shall be considered safety related if they are designed primarily to accomplish one of the above functions or where their failure would prevent accomplishing one of the above functions.

This includes those instruments and controls that are designed as safety related and:

a.

Automatically keep the reactor operating within a safe region by shutting down the reactor whenever the limits of the region are approached. (Reactor Trip Signal Instrumentation)

b. Initiate actuation of one or more of the engineered safety I features in order to prevent or mitigate damage to the core and water coolant system components and ensure containment integrity.

(Engineered Safety Features Activation System Instrumentation)

I c.

Provide protective interlocks to prevent an operator error which could lead to incidents or events representing limiting plant design cases. (Permissive and Interlock Circuits) ~

d.

Indicators and recorders and associated channels which are -

essential to:

I (1) Perform manual safety functions and to perform post-accident monitoring following a reactor trip due to any condition up to and including the design limiting fault.

I (Containment Pressure Indicators)

(2) Maintain the plant in a hot shutdown condition or to proceed to a cold shutdown condition while meeting the I linits of the plant's Technical Specification.

(System Fressure Monitor)

I (3) Monitor conditions in the reactor core, reactor coolant systems, main steam and feedwater systens and containment.

(Auxiliary Feedwater Flow Monitor) . 8 I

I

I Pag: 2 Part II Appendix A SQ-CCAM h/17/78 =

3. Provides a barrier for containing reactor coolant within the reactor coolant pressure boundary. (Reactor Coolant Piping, Valves, and Fittings)
4. Cools the reactor core under emergency conditions. (Residual Core Heat Removal Systems)
5. Maintains fuel clad integrity. (Fuel Clad, Core Power Monitoring Systems)
6. Provides power, control, logic, indication, and protection to systems or components to enable them~to accomplish their safety function.

(Diesel Generators, Vitsi A.C. and D.C. Power)

7. Supports or houses equipment that performs a safety function or protects that safety-related equipment from potential natural phenomena, equip- l ment failure, and man-made hazards. (Seismic Class I Containment and E-Structures, Fire Protection Systems) .
8. Maintains specified environment (e.s triperature, pressure, humidity, radiation) as required in vital arec saintain equipment operability and personnel access. (Control Room hooitability Systems)
9. Supplies cooling water for the purpose of heat removal from the systems and components which provide a safety function. (Essential Component Cooling and Service Water Systems)
10. Contains radioactive waste such that its failure could result in the release of radioactive waste to the offsite environments in violation of criteria A.3. (Low-Level Radioactive Waste Discharge Isolation valves)
11. Controls fuel storage to prevent inadvertent criticality. (Fuel Storage Racks)
12. Ensures adequate cooling for irradiated fuel in spent fuel storage. ~

l (Spent Fuel Cooling System) I

13. Minimizes the probability of dropping objects on stored fuel.

(Overhead Crane) -

14 Maintains primary containment. (Containment Penetrations)

The items in parentheses are examples of items which would be considered as j applicable to the listed guidelines and therefore eligible for inclusion on E the CSSC list. These guidelines will be continually reviewed and updated by the CSSC Subcommittee to include changes in URC requirements and plant design and safety criteria as they occur.

line drawings. Included are:

a. The power feeder circuits from the equipment (or device) to, but not including the isolation breaker on the CSSC power supply.
b. Control, logic, and protective circuits.
c. Indication and alarm circuits in the control room or auxiliary control room. .
2. The CSSC includes the piping and valves from the primary containment boundary through the first boundary valve.
3. Pumps--Subitems designated " Pumps" are limited to pumps and associated i pump drive shafts out to the pump drive couplings. Couplings, speed I changers, and drive motors or turbines are not included unless separately listed. Includes only those pumod in TVA Class A, B, C, or D piping systems.
4. Piping--Subsystems designated " Piping" include all TVA Class A, B, C, or D process flow piping and supports and include all TVA Class A, B,
  • C, or D instrument sensing lines and line supports up through the first normm ly closed valve. If there is no normally closed valve, all instrumentation lines up to but not including the pressure boundary instrument are included. Sample and drainlines are included up through I the first isolation valve only.
5. Fans--Subsystems designated " Fans" are limited to the fan and e socia ted-drive shaf t out to the fan drive couplings. Couplings, apeed ...an gers ,

and drive motors are not included unless listed as " Fans and Motors." ,

6. Casks--These casks are to be CSSC items only while on site at Sequoyah.
7. Valves and Operators--Subsystems designated " Valves and Operators" are limited to those valves and operators which are associated with CSSC I piping described above.
