During normal shutdown operations, part of the survelliance re-quired by Environmental Technical Specifications paragraph 2 3.B.1.a was not completed.

For a sixteen (16) hour period from approximately 1600 hours0.0185 days <br />0.444 hours <br />0.00265 weeks <br />6.088e-4 months <br /> 29 May 1980 until approximately 0800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> on 30 May 1980 both the recorders associated with the gaseous release rate from the Reactor Building Ventilation System and the plant Process Computer, which also records the same data, were out of service.

The recorder associated with the ventilation radiation monitor was placed out of service on 28 May 1980 for repair.

Following cleaning, lubrication and calibration it was returned to service at approximately 0800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> on 30 May 1980.

From approximately 1600 hours0.0185 days <br />0.444 hours <br />0.00265 weeks <br />6.088e-4 months <br /> on 29 May 1980 until approximately 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> on 30 May 1980, the plant process computer was out of service. As a result no data recording to determine the gaseous activity release rate on an hourly basis was available for approximately sixteen (16) hours. The ventilation radiation monitors and the associated alarm and trip units were operable, investigation of the event revealed that Operations Surveillance Test F-5T-40C titled " Computer Out of Service Surveillance" did not require initiation when the plant is shutdown. To prevent recurrence, F-ST-40C will be revised to clearly indicate that the surveillance must be initiated even if the plant is shutdown and the event will be included in the Licensed Operator Retraining Program.

No addtional action is required and the event did not cause a significant hazard to the public health and safety.
