Attached please find a copy of the additional information relating to the Containment Purge System at the Trojan Nuclear Plant requested by your letter dated March 18, 1980. provides descriptive information in response to each ques-tion in your letter and Table 1 provides an "as-built" tabulation of ESF equipment required to operate automatically following an accident.
In accordance with your request, two sets of schematic diagrams are also attached.

TROJAN NUCLEAR PLANT RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION FOR BYPASS AND RESET OF ENGINEERED SAFETY FEATURES 1.
The information presented in your FSAR and your letter of January 3, 1979 is not sufficient to determine if the following requirements are met for the safety signals to all Engineered Safety Features (ESF) equipment; therefore, identify and justify all exceptions to the following:
Criterion 1 In keeping with the requirements of Geraral Design Criteria 55 and 56, the overriding of one type of safety actuarion signal (e.g., radiation) should not cause the blocking of any other type of safety actuation signal (e.g., pressure) for those valves that have no function besides Containment isolation.
Response
We have completed a review of all ESF Actuation Signal (ESFAS) circuits incorporating a manual override feature to ensure that overriding of one ESFAS does not cause the bypass of any other ESFAS. to our January 3, 1979 letter is a table listing the manual overrides for the ESFAS circuits.
There are no instances when overriding of one ESFAS cir-cuit will cause the bypass of any other ESFAS.
For example, an automatic safety injection will generate a Containment isolation, however, overrid-ing of the safety injection will not cause the override of Containment Isolation. As described in our January 3,1979 letter, capability for manual override of the high radiation signal of the Containment purge valves does not exist. Furthermore, a Containment Isolation Signal (CIS) will cause the Containment purge valves to close under all conditions.
There is no convenient manner in which the Containment purge valves could be overridden to permit purging when a high radiation level exists in the Containment.
In addition, these valves cannot be opened if either the high radiation signal or the CIS is present.
Criterion 2 Sufficient physical features (e.g., key lock switches) are to be provided to facilitate adequate administrative controls.
Response-Key lock switches are not provided on Trojan.
However, other physical features already exist to facilitate administrative controls at the Trojan plant as follows:
(a) The control switches used in the control room have a " Pull-to-Lock" feature that will lock out the operation of its associated equipment.
In this " Pull-to-Lock" position, the control switch handle is in a unique diagonal position that can be readily identified from its normal operating position.

(b) ' Accumulator motor-operated isolation valves are protected
~
against spurious valve closure by manually opening the asso-cisted breaker at the motor control center (Reference FSAR Section 6.3.2.2.7).
(c)
Spring return to normal switches are provided for the reset and block switches' listed in Attachment 3 to our January 3,1979 letter.
(d) Valves receiving an automatic signal are controlled by switches that feature a spring back to the automatic or normal position after operation; therefore, an ESF. valve cannot be locked out or overridden from the control room control switch.
Criterion 3 A system level annunciation of the overridden status should be provided for every safety system impacted when any override is active.
(See R.G. 1.47).
Response
Individual. equipment status indication is provided for inoperable or bypassed equipment in accordance with Regulatory Guide 1.47 although this display is not integrated to a system level of status information as suggested by the Regulatory Guide.
This situation is discussed in FSAR Section:7.2.2.2.1.8 and is in accordance with the licensing commitment for the Trojan plant.
Criterion 4 Diverse signals should be provided to initiate isolation of the Contain-ment ventilation system.
Specifically, Containment high radiation, safety injection actuation, and Containment high pressure (where Con-tainment high pressure is not a portion of safety injection actuation) should automatically initiate CVI.

Containment,high radiation level. CIS and SIS are actuated by high Containment pressure,. high differential pressure between steam lines, pressurizer low pressure, or high steam line flow coincident with low steam line pressure or low low T vg.
There are four independent Con-a tainment pressure detectors connected to seven pressure switches.

of the pressure switches are combined to provide the signal for Contain-l
_ ment isolation if the high pressure 'setpoint is reached.
Containment high pressure setpoint is established at 5 psig containment pressure.
In addition ' to diverse modes of operation, channel separation is also
. maintained to ensure that the single-faiTGre criterion is met-(Reference FSAR Figure 7.2-1 [Sh 8] and Tables 7.3-1 and 7.3-2).

Crir.erion 5 The instrumentation and control systems provided to initiate the ESF should be designed and qualified as safety grade equipment.
Response
All the instrumentation and control systems provided to initiate ESF are safety-related (i.e., safety grade) as described in FSAR Sections 7.1 and 7.3.
Criterion 6 The overriding or resetting of the ESF actuation signal should not cause any valve or damper to change position.
Response
In response to NUREG-0578, Short-term Lessons Learned Action, modifica-tions,were completed for the control circuits of 23 Containment isolation valves so that the Containment isolation valves do not reopen when CIS is reset. With this modification, the overriding or resetting'of the ESF actuation signals v*ll not cause the position change of any Containment isolation valve or damper.
Deliberate operator action on the individual control switch is required to change the position of the valve or damper.
Additionally, the reset control of the ESFAS for the safety-related equip-ment has bee'n evaluated in response to IE Bulletia 80-06 and the results of the evaluation were submitted to the NRC on June 13, 1980.
The PGE response to that Bulletin provides additional inf ormation on this item.

In addition to responding to the general question above, please provide the following specific information:
Request (1) Provide an "as built" tabulation of all Engineered Safety Features (ESF)/ Auxiliary Supporting Features (ASF) valves and dampers required to be operated automatically following an accident.

-Response Enclosed is Table 1 entitled " Tabulation of All Engineered Safety Features Required to be Operated Automatically Following an Accident". Table 1 is a tabulation of all ESF equipment required to operate automatically following an accident.
The table includes component designation, system served, safety function, actuation signal sources, references to electri-cal schematics and P& ids, and indication whether or not the ESF compor,ent can be bypassed or overriden for all safety-related components.
Request-(2) For each manual bypass or override feature identified in 2(1) above, provide a description of the physical feature (s) provided to prevent inadvertent operation and to satisfy the requirements of IEEE Std. 279-1971, Section 4.14.
Response
The physical features to facilitate administrative control and prevent inadvertent operation are indicated in the response to Criterion 2 of Iten 1 above.
Request (3) For each actuation signal system and component actuation system identified in 2(1)d and 2(1)e above, incorporating a manual reset, override or bypass feature, provide a complete circuit description, including detailed pictorial information (i.e., as built circuit diagram, schematics, logics), sufficient to allow a thorough under-standing of the operation of such circuitry including the function and effect of all control devices (e.g., relays, contacts, switches, diodes, etc).
Response
The information requested was previously submitted to the NRC in Portland General Electric Company Reports PGE-1001 and PGE-1002. These reports include the electrical schematic diagrams for the Reactor Trip System, Engineered Safety Features and their supporting auxiliary systems and the systems discussed in FSAR Sections 7.4.1 and 7.6.1, however, for your convenience, we have included the applicable electrical schematic diagrama.
The necessary information for all ESF signals, manual override and bypass features of ESF equipment and individual ESF electrical equipment circuitry is provided by the enclosed electrical schematics, functional logie diagrams in PGE-1001 and the P& ids in the Trojan f3AR.

~ 7.1; seismic design of safety-related (i.e., safety grade) instrumenta-tion and electrical equipment is described in FSAR Section 3.10; environ-mental design and qualification of safety-related electrical equipment is described in FSAR Section 3.11.
