' NOTICE'0F VIOLATION Maine Yankee Atomic Power Corporation Docket No. 50-309 Westborough, Massachusetts Based on the results of an NRC inspection conducted on January 21-25, 1980, it appears that one of your activities was not conducted in full compliance with the' conditions of your license as indicated below. This item is an infraction.

Technical Specification 5.8.1 requires, in part, that " Written procedures shall be established, implemented and maintained covering...the applicable procedures recomended in Appendix "A" of Regulatory Guide 1.33, November, 1972." Appendix "A" includes-baling machines.
Technical Specification 5.8.2 requires that "Each procedure of 5.8.1 above, and changes thereto, shall be reviewed by the PORC and approved by the (Plant Superintendent) prior to implementation and reviewed periodically as set forth in administrative procedures."
Contrary to the above requirements, no procedure for the operation of the baling machine used to compact trash in 4 ft. by 4 ft. by 8 ft. boxes had been established, reviewed, and implemented, although the machine was in use during the week of January 14-18, 1980.
