Gentlemen:
Thank you for your letter dated Oct>ber 26, 1977, in response to our
letter and Notice of Violation dated October 4,1977. We have
reviewed your response with regard to Infraction 1 and we find that
we do not concur with your interpretation of Technical Specification (TS)6.5.1.6.
It is noted that on September 16, 1977 your Mr. H. G. Miller telephoned

Mr. J. E. Gagliardo of this office and informed him of your interpre-
tation of TS 6.5.1.6.
Mr. Gagliardo contacted an NRR representative
and discussed this issue with him.
He stated that your interpretation
was not consistent with their intent of TS 6.5.1.6.
Mr. Gagliardo
communicated this position to Mr. Miller in a subsequent telephone
conversation.
Based on the above, we continue to feel that your activities noted in
Infraction 1 of the above Notice of Violation did constitute an item
of noncompliance.
We request that, pursuant to the provision of
Section 2.201 of 10 CFR 2, you submit to this office within 20 days
a written statement or explanation of your corrective action as
specified in our letter of October 4,1977.
We have no further questions at this time concerning your indicated
corrective action for Infraction 2.
We will review this corrective
action during a future inspection.
