Dear Mr. Madsen:

We have reviewed the subject inspection report and the attached notice of violation. The first item involved the PSC failure to investigate and submit a report on an infraction, identified during an NRC inspection and reported in Inspection Report 50-313/77-10 and 50-368/77-11. It is our opinion that such review by the PSC as a committee is not required due to the revised wording of Technical Specification 6.5.1.6 contained in Amendment No. 16 which became effective on March 7, 1977. Prior to that amendment, the wording was such that the PSC was required to investi-gate all Technical Specification violations. Amendment No. 16 now requires that the PSC be responsible for the review of such violations. It is our interpretation that such review can be delegated by the PSC or the Plant Manager which has been done as set forth in the following paragraphs.

All Technical Specification violations which are identified are investi-gated, and the Plant Manager or his representative is made aware of the action taken to prevent recurrence.

Technical Specification violations identified "in house" are normally investigated by the PSC or a subcommittee of the PSC even though an

'O investigation by ti'em is not required.

Technical Specification violations identified during audit or inspection activities are investigated by the Quality Control Group. The Quality 8004140 Igy l -.

Control Engineer coordinates corrective action for these TS violations, recommendations to prevent recurrence, and preparation of associated quality documentation.

It is our opinion that we are in compliance with Technical Specification 6.S.I.6.

In regard to the discrepancies identified in the Jumper and Bypass Log, all discrepancies have been corrected. Additional training was conducted on October 3,1977 to emphasize the importance of maintaining complete and accurate documentation.

It is our opinion that we are now in full compliance.
