Dear Mr. Chandler:
This is to confirm CFUR's request for the following documents:
- 1. NUREG-0642, "A Review of NRC Regulatory Processes and Functions"
- 2. Staff Action Plan Draft
- 3. Rogovin, Mitchell, "Three Mile Island - A Report To The Commissioners And To The Public", Volume II in three parts, NRC Special Inquiry Group The request for the Rogovin report is simply another renewal of our request dated August 25, 1979. As I explained to you in our February 19th telephone conversation, Volume I was received on February 19, 1980 thru regular Board Notification channels.
The accompanying letter, however, indicated that only Volume I would be automatically forwarded.
The balance of the report is requested.
Since you indicated in our Feruary 15, 1980 conference call that you were unaware of what was being referred to by the Staff Action Plan, the following is supplied to help you identify the document.
The original draft of the Staff Action Plan was presented to the Commissioners the first part of January, 1980. The second-draft was presented to the Commissioners the first part of February, 1980. The Commissioners indicated that they would look at a third and final draft sometime after March 1 8 o o 3 2 8 o /@.-

CFUR recognizes that you have other cases with which to deal and that your time is limited as you indicated in our February 19th telephone conversation.
Since decisions concerning admissibility of our contentions are imminent and because requests number 1 and 2 are so very pertinent, it is hoped that you will be able to comply with the request in a timely manner.
As stated in our February 12, 1980 letter and re-iterated in our conference call on February 15, 1980 CFUR has outstanding request concerning our deferred contentions. CFUR considers this to be a seperate request.
