APPROVAL OF THE GLOBAL LASER ENRICHMENT TRANSPORTATION SECURITY PLAN FOR DISPOSAL OF CLASSIFIED WASTE (GLE-2019-0105)
Dear Ms. Jenny:
Global Laser Enrichment (GLE) submitted a waste disposal transportation security plan, Revision 1, (TSP) containing security-related information to the U.S. Nuclear Regulatory Commission (NRC) by letter dated July 11, 2019, (GLE-2019-0105) (Agencywide Documents Access and Management System [ADAMS] Accession No. ML19198A084 - non-public). The letter was accepted for formal review via NRC email dated July 31, 2019, (ADAMS Accession No. ML19212A720). The TSP supports the transportation of classified waste to an approved disposal facility as part of GLEs efforts to reduce the amount of legacy materials stored at the facility.
The NRC staff reviewed the proposed TSP and identified a number of requests for additional information, which were discussed in draft form with GLE staff during a closed call on September 30, 2019, (ADAMS Accession No. ML19282B651). The GLE staff voluntarily revised the TSP to resolve the draft RAIs via letter dated September 30, 2019, (ADAMS Accession No. ML19277E374). The NRC staff reviewed this submittal, incorporated additional clarifications into the formal RAIs, and submitted them to GLE on October 9, 2019, (ADAMS Accession No. ML19274C839). The licensee updated the TSP with a subsequent page change via letter dated October 9, 2019, (ADAMS Accession No. ML19295F508). The updated TSP, including the subsequent page change, resolved the RAIs.
The enclosed safeguards evaluation report (SER) documents the NRC staffs review. The SER concludes that GLEs updated TSP meets the requirements in Title 10 of the Code of Federal Regulations (10 CFR) 95.39(e) and is consistent with the applicable Regulatory Guide 7.13, Standard Format and Content of Transportation Security Plans for Classified Matter Shipments. Therefore, the NRC staff finds that the TSP is acceptable and provides reasonable assurance that the requirements for the physical protection of classified matter during transit will be met. The NRC, as the Cognizant Security Agency, approves the TSP for use in shipping the specified classified matter.
This letter is decontrolled when separated from the Enclosure.
