FIT 2 PATRICK NilCLEAR POWER PLANT DOCKET NO. 50-333 ATTACHMENT TO I.ER 80-019 /03L-0 Page 1 of 1 During normal operation in preparation for an orderly shutdown, the Rod Sequence Control System did not come into service at the expected power 1cvel.

Technical Specifications paragraph 3.3.B.3.a require that the Rod Sequence Control System be placed in service and tested for operability prior to reducing power to below 20", of rated power.

During preparation to perform operability testing of the Rod Sequence Control System at 21", power, it was noted that the system was not in service.

Since power was maintained at greater than 20". of rated power until the system was placed in service and tested to demonstrate operability, the event did not represent a significant hazard to the public health and safety.

Investigation revealed that Instrument Surveillance Procedure F-ISP-2 titled " Rod Sequence Control Pernissive Calibration" contained a mathmatical error associated with the static head corrections for elevation and conversion from absolute pressure to gage pressure.

This procedural error resulted in an erroneous calibration of the control circuits which are designed to place the Rod Sequence Cont rol System into service prior to power reductions below 20".

The pressure transmitter was vented to bring the Rod Sequence Control System into service, the Rod Sequence Control System was successfully tested for operability and the orderly shutdown continued.

In audition, the cali-bration procedure (F-ISP-2) was corrected to preclude recurrence.
