NARRATIVE

REPORT I

Georgia Power Company i

Plant E. I. Ifatch I

Baxley, Georgia 31513 Keportable Occurrence Report No. 50-321/1980-011.

While at steady state power on January 20, 1980, the Torus to Drywell Dif ferential Pressure Recorder, IT48-R631B, was discovered to be reading low as compared to its redundant system Channel "A".

Tech. Spec. Table 3.2-11 requires both instrument ch annels to be operable; all surveillance requirements were met.

There were no effects on public safety or plant ope ra tion.

This occurrence was a result of the functional test not requiring an air purge of the Temporary Post Loca Primary Coolant Sampling System af ter hydro-static testing of the equipment. The system uses the Torus Dif ferenLial Pressure Sensing Line as a drain to the Torus.

During the Installation and hydro-static test of the system, the Torus Differential Pressure Sensing Line was properly isolated. Upon completion of the hydro-static test, the system was drained but the procedure did not require an air purge of the affected lines.

The Torus Differential Pressure Sensing Line was then valved back in.

Limit switches for the

(,

Motor Operated Valves of the Post Loca Primary Coolant Sampling System were not initially installed because of unavailability.

Upon installation of the limit switches, the Post Loca Sampling Valves were cycled allowing water still containcd in the system to enter the Torus Differential Pressure Sensing 1.ine.

The water was removed and the instrument was returned to operable status.

This is not a repetitive occurrence and there will be no future testing of this nature on the Post Loca Primary Coolant Sampling System. The Post Loca Primary Coolant Sampling System has already been installed and tested on Unit II.

The Unit II system was purged by air after testing to prevent this occurrence.
