TRA:iS;11TTAL OF DRAFT 3 GF ACTION PLAN Enclosed are 25 copies of an internal,i:RC staff working version of Draft 3 of the T!il Action Plan. Please distribute these ccpies to the ACRS members and staff in advance of tomorrow's 9:00 a.m. meeting.

It is our under-standing from Chairman Ahearne's February 19 letter to the Coamittee that tomorrow's meeting will concentrate on the near term OL requirements approv';d by the Cociaission on February 7 for inclusion in' Draft 3 of the Plan.

This first complete working version of Draft 3 was printed last night and, like earlier versions, it is a thick document.

However, for the purposes c' our meeting tomorrow, i.e., review of the nTOL requirements, I do not believe that it is essential that Draft 3 be read in its entirety, if one has previously read Draft 2.

For addressing the questions of necessity and the sufficiency of the NTOL requirements, the following portions of Draft 3 will be of most value:

Introduction, Table 1, Chapter Overviews, Appendix A, and Appendix B.

In our briefing tomorrow, we will plan to concentrate on the questions of priorities and staff resource reprograming for the NTOL list. We understand that, the Cemittee has also asked the AIF to participate in tomorrow's meeting and address the questions of priorities and resources.

We have reviewed the AIF's recent report on these matters and are prepared to coment on it.
