ADDITIONAL SD INPUT CONCERNING THI ACTION PLAN In his memorandum of March 12, 1980, the Executive Director for Operations asked for office director cocm:ents and concurrence with Draft 3 of the TMI Action Plan. 3pecific SD connents oa Draft 3 of the Action Plan were pro-vided by memorandum dated March 27, 1980. By me:::orandum dated April 16, 1980, the T'il Action Plan Steering Group provided responses to a number of the SD coen:ents and requested SD concurrence with the Plan based on those responses and the fact that the Steering Group had incorporated all other SD connents.
The Office of Standards Development concurs in Draft 3 of the TMI Action Sian based on the understanding that SD coments forwarded in our memorandum of March 27, 1980 will be incorporated into Draft 4 of the Action plan as described in R. J. Mattson's memo of April 16, 1980, except as described below.
In a telecon with E. C. Wenzinger (SD) on April 18, 1980, R. J. Mattson (NRR) agreed that MRR will provide sufficient resources to review and con-cur in the simulator (Task I.A.4.2) and control room regulatory guides (Task I.D.4) issued for coment and sufficient resources to review and concur in the effective version of Regulatory Guide 1.97 (Accident Monitoring Instrumentation-Task II.F.3).
Attached are (1) a revised write-up for action plan item II.J.4 " Revise Deficiency Reporting Requirements".which has been agreed to by this office (Campbell) and IE (Reinmuth) and should be included in the final version of the plan, and (2) a write-up for a new iten II.F.5 concerning classification of electrical equipment as requested by the Steering Group (R. Scroggins).
NRR (Satterfield) has concurred with the NRR resource estimates in the new Item II.F.S.
In the SD comments provided i a memorandtm dated March 18, 1980, I specifically coseented that SD and not NRR should be the lead office of

This discrepancy should be resolved. An alternative which I believe to be preferable would be to revise the title of item II.A.1 to " Reformulation of Siting Policy" for which NRR would be the lead office and to include as part of task II.A.1 a subtask on siting criteria rulemaking with SD designated as having lead responsibility. In a telecon with S. D. Richardson (SD) on April 22,1980 R. J. Mattson agreed with making this change.

OBJECTIVE:
To clarify construction and non-licensee reporting requirements to obtain uniform reporting and earlier identification and correction of problems.

Improvements will be implemented by rule changes as appropriate and coordinated with those made under Task I.E.6.
The reports received as a result of these actions will provide increased information on component failures that affect safe'ty so that more prompt and effective corrective action can be taken.
The information will also be used as input to an augmented role of the NRC's vendor and construction inspection programs.

TASK II.F.5 CLASSIFICATION 0F INSTRUMENTATION, CONTROL AND ELECTRICAL EQUIPMENT A.
OBJECTIVE:
Improve requirements and guidance for classifying nuclear power plant instrumentation, control and electrical equipment important '.o safety.
B.
NRC ACTIONS 1.
Equipment classification standard a.
Descriptio1: SD and NRR, in concert with IEEE, will prepare a standard which will provide a uniform classification approach for determining the applicability of design criteria and design requirements for nuclear power plant systems, based on the level of their importance to safety.
The standard will set forth criteria for determining the level of importance to safety of the instrumatation, control and electrical portions of nuclear power plant systems. Methods will be provided to determine the design basis for each of these systems and for determining the degree of applicability of the requirements of other standards to each of these systems, with such deter-mination to be based on the level of importance to safety of each system.
b.
Schedule:
(1) A joint NRC/IEEE working group will be constituted by the end of April,1980 and the first working group meeting is planned for mid-May,1980.
(2) Drafts of a standard will be wiitten, commented upon and rewritten during May, 1980 through September 1980, with a third draft expected to be available for IEEE management committee review by the end of September, 1980.
(3) Assuming IEEE allows use of a draft IEEE standard as the basis for a NRC Regulatory Guide, the standard would be published for public comment along with the Regulatory Guide (see item 2. which follows) early in 1981.

Cescription: SD will prepare a Regulatory Guide which will endorse, as appropriate, the IEEE standard development as des-cribed in foregoing item 1.
This effort may be used to judge
. the potential improvements that may be realized by similar efforts in the mechanical systems and structures areas.

Schedule: A draft Regulatory Guide will be issued in early 1981 with a final version published as soon as resolution of public comments allows.
