19406 RE: Docket No. 50-220 LER 78-035/01T-0 Nine blite Poistt Nuclear Station Unit #1
Dear kLt. Grist:
During s.teady state opetation, performance of N1-ISP-RE22 found att
.igitt pressure indicating steitclies toith setpoistts Less costservative than alloteed by Teclutical Specification 3.6.2b.
Titis specification requires a setpoistt of less than or equal to 105 psid +/-1 psid.
The Main Steam Line H.igh Floto setroists secre found and Left at the folloteing values on Octobst 20, 1978:

RE22F 108.5 104.5 RE22G 108.5 104.5 A
RE22H 107.5 105.0 A review of.the RE22 Surveillance Test records indicated that a drift as latge as fowid in.this instance tats rare for one insttument, and had never occatted on att eight.
In addition, the Heise 0-200 psig
. test gauge leas calibrated on Octobst 10, 1978 and fow1d.to have been in error. As a precaution, the Heise gauge leas recalibrated, and the sur-vexilance. test repeated on October 27, 1798.

The RE22's leere fow1d at the folloteing setpohits:

This apparent change in setpoistt is being attributed.to a loose screa lawtd internally during Die tast cat-ibration. Assuming.that the initial event teas caused by a. test gauge reading 1.5 psig stigh, the corteeted "fowid" and "Lef.t" values for the October 20, 1978 tests are as follotes:

- Conttary.to Techstical Specification 3.6.2b r
The drifts noted on tittee insttuments are more in Lint teith Ltends established over the last. ten moittits. TItis condttion has minimat safety implications because outly one out of four insttume>tts must Ltip in each channel to ist<tutte MSIV closure, and five oBier insttuments icould Itave functioned.
In the event Bia.t all e,igitt insttument teere, in fact, less conser-vative,.three other iststtumeitt systems (Lote Conde tser Vacuum, Main Steam Line Higit Raduttion, and Main Steam Line High Temperature) teotttd have initiated the MSIV closure.
Procedures have been changed to establish a guide value of 100 psid
+/-2 psid for.the setpoint tehen performing N1-ISP-RE22.
Titis teilt permit insttument drifts of the magnitude experienced, teithout degrading Bie sys. tem's response.
