Radiological Effluent Technical Specifications Cooper Nuclear Station NRC Docket No. 50-298, DPR-46

Dear Mr. Grimes:

By NRC letter dated November 15, 1978, Nebraska Public Power District was requested to submit Radiological Effluent Technical Specifications for Cooper Nuclear Station and provide for NRC approval an Offsite Dose Assessment Manual (ODAM). Enclosed as Attachments I and II please find the requested material as well as a Radiological Environmental Monitoring Manual (REMM) provided as Attachment III for NRC approval.

The District requests that Appendix B of the Cooper Nuclear Station Technical Specifications be deleted upon approval of the enclosed. The limitations, monitoring and reporting requirements for thermal and chemical discharges as well as fish entrapment in the intake structures presently contained in Appendix B, are also imposed and enforced by regulations and rules of the Environmental Protection Agency and in accordance with the National Pollution Discharge Elimination System (NPDES) program administered by the Nebraska Department of Environmental Control.

Attachment I, the proposed Technical Specification changes, consists of pages to replace existing pages in The Cooper Nuclear Station Radiological Technical Specifications, Appendix A to Operating License No. DPR-46. The specific changes are denoted by a vertical bar in the margin. If a page in Attachment I does not have a vertical bar in the margin, it is completely new and does not replace an existing page in the Technical Specifications.
