6 January 1979 Identification of Occurrence:

Feedwater block valve (FWV-30) inoperable contrary to response time specified in Technical Specification 3.3.2.1, Table 3.3-5.

Conditions Prior to Occurrence:

At 0242, during a reactor runback following a turbine trip, it was discovered that a main feedwater block valve (FWV-30) did not close.

"A" feedwater line was isolated and the reactor manually tripped.

Feedwater flow was re-established with emergency feed-water pump (EFP-2).

FWV-30 was rendered operable at 0615, 6 January 1979.

Designation of Apparant Cause:

The cause of this anomaly aas attributed to FWV-30 being stuck on its back seat.

Analysis of Occurrence:

There was no hazard to the plant or general public as redundant emergency feedwater systems were available and operable.

Corrective Action

No corrective action necessary.

FWV-30 was manually taken off its back seat, cycled and rendered operable after satisfact-ory completion of engineering safeguards actuation response time test (SP-135).

Failure Data:

Two previous occurrences of this type but first occurrence of FWV-30.
