Reactor Building charcoal efficiency was less that 99% methr1 Iodine removal contrary to Technical Specification 3.6.4.2.

Conditions Prior to Occurrence:

Mode 1 power operation (95%).

Description of Occurrence:

At 1430, when performing the normal testing sequence of a charcoal filter bank, the methyl Iodine removal efficiency was determined to be less than 99%. The thirty day action statement of Technical Specification 3.6.4.2 was entered. The charcoal was renewed on 11 January 1979 and will be restored operable upon final testing.

Designation of Apparent Cause:

The flue gases and other site airborne pollutants deteriorate the charcoal and its impregnant.

Analysis of Occurrence:

There was no safety hazard to the plant or public as the Reactor Building atmospheric exhaust radiation monitoring system was available and operable.

Corrective Action

The charcoal was replaced 11 January 1979.

Failure Data:

This is the second occurrence of an event of thi's type.
