Dear Mr. Grimes:

By Reference 1, Nebraska Public Power District submitted proposed Radiological Effluent Technical Specifications (RETS) and an Offsite Dese Assessment Manual (ODAM) for Cooper Nuclear Station. A proposed Radiological Environmental ibnitoring Manual (REMM) was also submitted.

In a meeting with the staff October 11, 1979, NPPD was requested to revise the RETS and the ODAM, incorporate portions of the RC}N into the Technical Specifications, and submit a Process Centrol Program (PCP) for waste solid-ification at CNS. Enclosed are five copies of these requested documents for NRC review. Substantive revisions to the RETS and ODAM over t. version submitted by Reference 1, are denoted by " clouds."

It must be recognized that upon acceptance of the proposed Technical Specifications by the NRC, a period cf time will be required to implement the programs at CNS.

Reference 2 requeEted that NPPD commit to the provision of Specification 3.11.a of NUREG-0473 as a means of demonstrating compliance with 40 CFR Part 190, or commit to other equivalent methods. Review of Cooper Nuclear Station's

" Demonstration of Comphance with 10 CFR 50, Appendix I" confirms that operation of the station within the present technical specification limits assures compliance with 40 CFR Part 100. Therefore, in the event that radioactive

Grimes January 30, 1979 Page Two liquid effluent exceeds Specification 2.4.1.b.2, or in the event that radioactive gaseous effluent exceeds Specification 2.4.3.a.4.C, then NPPD will assess con-formance with 40 CFR 190 for effluents during the half-year in which the named Specification was exceeded and during the preceding half-year. Results of the assessment will be included in the semi-annual operating report covering the half-year in which the named Specification was exceeded.
