V. C. Summer Nuclear Station Unit #1 Response to NRC Audit Reports 50-395/79-02 dated 2/22/79, 50-395/79-03 dated 2/20/79, and 50-395/79-04 dated 3/2/79 Centlemen:
In response to the above captioned reports, we have reviewed the informa-tion contained there-in and find that they contain no proprietary information.
In addition, we have evaluated the circumstances relating to the item identified as 79-03-01 in report 50-395/79-03, which dealt with unapproved " duct" tape on stainless steel pipe.
Our evaluation has produced the following results:
1.
Cause Three types of tape have been approved and used on the job site.
At the time of the inspection, one type tape was in stock on site.
This tape had been on site since 1975 and its adhesive qualities were significantly reduced.
Therefore, the " duct" tape was being substituted without supervisor's knowledge or approval.
Although the paint craft had been instructed (NCN 0592) not to use " duct" tape they did not comply with the instructions while working on "B" Loop Cold Leg, adjacent to FW22, which violates QCP-VII-05, Rev. 5.

Immediate Corrective Steps Taken and Results The job site has received and released a new shipment of tape.
In addition, the use of " duct" tape has been restricted to areas outside the Reactor Building and use has been restricted on stainless Nd OU 7

Mr. James P. O'Reilly Page 2 March 12, 1979 steel throughout the job site. The " duct" tape has been removed from "B" Loop Cold Leg and the entire area thoroughly cleaned with approved alcohol.

Corrective Steps Taken to Avoid Future Noncompliance An orientation session was held for all appropriate General Foremen and Foremen on March 5, 1979.
Indoctrination was held for the appropriate civil discipline (painters) as a group and verbally reinforced the areas where " duct" tape can be used to other appropriate civil disciplines (laborers, carpenters, cement finishers and iron workers). The Constructor QC Inspectors have increased their surveillance activities as regard the use of tapes.
In addition, a testing program has been initiated on the
" duct" tape to assess any adverse impact this tape might have on stainless material and determine if it is possible to qualify it for this purpose.
4.
Full Compliance Date With the exception of the tape testing program, all actions identified were completed as of March 5, 1979.
