APPENDIX A NOTICE OF VIOLATION South Carolina Electric and Gas Company License No. CPPR-94 Virgil C. Summer Nuclear Station Based on the NRC inspection January 22-25, 1979, certain of your activi-ties were apparently not conducted in full compliance with NRC require-ments as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
A.
As required by Criterion V of Appendix B to 10 CFR 50 and as imple-mented by the FSAR, Paragraph 17.1.5, " Activities affecting quality shall be prescribed by documented instructions, procedures,...and shall be accomplished in accordance with these instructions, proce-dures,....".
Daniel Construction Company work procedure WP-VII-05, Revision 4, paragraph 3.6-11 restricts the type of tape allowed to be used on stainless steel piping and does not allow use of tape commonly referred to as " duct" tape.
Contrary to the above, on January 24, 1979, " duct" tape was present on stainless steel pipe adjacent to weld FW-22 on reactor coolant loop B.
This is an infraction. A similar item was brought to your attention in our letter dated September 21, 1978.
