Dear Ms. Diggs:

Millstone Nuclear Power Station Units 1 and 2 Proposed Revisions to Environmental Technical Specifications and to Safety Technical Specifications We have reviewed your letter of December 22, 1978 with respect to your position on fee requirements for our application of Octcber 20, 1978 for amendment to Facility Licenses DPR-21 and DPR-65. The application proposed numerous minor changes to the Environmental Technical Specifications (ETS) and Safety Technical Specifications (STS) for each unit.

The Division of Operating Reactors (0NRR) has notified us, in a letter dated December 5, 1978 (copy attached), Mr. D. L. Ziemann to Mr. W. G. Counsil, that the changes proposed in our October 20, 1978 submittal will be covered in their implementation of Appendix I Technical Specifications and reviewed concurrently with those activities. They have, therefore, deferred action on our request until that time.

Implementation of Appendix I will require extensive restructuring of both the ETS and STS, as directed by the Commission, and the changes requested on October 20, 1978 will be covered in this effart.

Since the Commission Staff has indicated that this major amendment will oe considered a Class III amendment, per the-at-tached letter dated July 11, 1978, payment of a fee at this time is inappropriate.

Subsequent to implementation of Appendix I, there may be a need to submit an ap-plication to address the remaining portions of the ETS and STS. Should any portion of our October 20, 1978 request not have been implemented, we will include those in that submittal and forward a determination pursuant to 10CFR170 at that time.
