Dear Ms. Diggs:

Millstone Nuclear Power Station, Unit Nos. 1 and 2 Proposed Revisions to Environmental Technical Specifications In Reference (1), Northeast Nuclear Energy Company (NNECO) submitted proposed revisions to Environmental Technical Specifications (ETS) for Millstone Unit Nos. 1 and 2.

The changes proposed were a result of our continual review of study programs in an effort to improve each program's effectiveness and consistency with ETS requirements.

In the areas where study programs have been completed and a report forwarded to the NRC, changes were considered administrative.

In the areas where study programs were modified, we believed that changes had no safety or environmental significance as stated in our letter (Reference (1))

and were simply evolutionary improvements in methods and procedures based on program results and experience gained.

In Reference (2), you advised us of your determination that the proposed changes are to be considered a combination Class III and I application. We have again reviewed our application in light of the requirements of 10CFR170.22, and while our respective opinions differ, we accept your determination so that

Accordingly, enclosed herewith is payment in the amount of $2,800 (two thousand eight hundred dollars).
