20555 Gentlemen:
Millstone Nuclear Power Station, Units 1 and 2 Proposed Revisions to Environmental Technical Specifications Pursuant to Section 5.6.3 of the Millstone Unit 1 (License No. DPR-21) and Millstone Unit 2 (License No. DPR-65) Environmental Technical Specifications (ETS), Northeast Nuclear Energy Company (NNEC0) hereby proposes to amend its cperating licenses by re-vising each unit's ETS as indicated in Attachment 1 to Enclosure A included with this letter.
Enclosure A and Attachments 1 and 2 fully describe the detailed basis of each of the proposed changes. A benefit / cost analysis is not applicable in this instance. The Millstone Environmental Review Board has reviewed and approved these changes.
NNEC0 har reviewed the proposed license amendments pursuant to the requirements of 10CFR170 and has determined that the proposal constitutes a combination Class II and Class I amendment. Accordingly, enclosed herewith is payment in the amount of $1,600.
The basis for this determination is that the proposal involves chrnges that are administrative in nature and/or have no safety or environmental significance, and in addition involve a duplicate amendment request for another unit at the same site.
