Beaver Valley Power Station, Unit No. 1 Docket No. 50-334 Response to November 28, 1978 Letter Concerning Containment Purging During Normal Operation Gentlemen:

The Beaver Valley Power Station is required, by a Limiting Condition of Operation described in Appendix A, Technical Specification 3.6.1.4, to maintain subatmospheric conditions within the containment at all times when the average reactor coolant system temperature is equal to or greater than 200*F. This Limiting Condition for Operation precludes the purging of the Beaver Valley Containment during normal operation.

In accordance with the last paragraph of this letter which was otherwise inapplicable to Beaver Valley, we have conducted a review of the design of all safety actuation signals, which incorporate a manual override feature, to ensure that overriding of one safety actuation signal does not bypass or inhibit another safety actuation signal.

It was verified that sufficient physical features were provided to facilitate administrative controls, or that indication was provided to the operator at the controls to enable the rapid detection of an abnormal operating condition.

Procedures controlling the use of bypasses, blocks, jumpers, and manual overrides are in effect. Manual overrides are not automatically annunciated at the system level, but adequate indication as described in the facility Final Safety Analysis Report in response to Question 7.9 is availabic.
