We have reviewed your letter of April 4, 1980, and are providing the following information, or schedules, for those items which we were unable to have completed at that time.

The review of the criterion and responses thereto will be completed and available by July 1, 1980.

The as-built tabulation of all EST/ASF dampers and valves is included as Appendix A of this report.
2b.
The following physical features are provided for equipment that has a bypass / override to prevent inadvertent operation.
MOV-SI-865A, 865B and 865C - The control switch for these valves is maintained in CLOSE and spring return from OPEN to AUTO.
If the switch is in the CLOSE position, the valve will open on SIS but re-close if SIS is reset because of the maintained close switch position.
The bypass is physically defeated by placing the valves in the open position and disconnecting power to the valve operator control cir-cuits and removing the plug in the lock our circuit.
Procedures are in use which places this feature into effect in the proper operating modes and verifying the open position per Technical Specifications.
MOV-CA-115B and ll5D - These valves open on a SIS signal. The manual initiation of transfer to recirculation from safety injection can close these valves with SIS still present. This bypass is physically defeated by the use of two pushbuttons for each train, a total of 4, located on the control board sufficiently apart that both buttons for one train could not be inadvertantly pushed simul-

taneously. The valves do not automatically reset on a SIS reset.
Procedures will be developed to the use of these pushbuttons during L\\
emergency operation.

Bs$vsrVallsyPow2rStation,UnitNo.1 Request For Additional Information For Bypass and Reset of Engineered Safety Features, Letter Dated April 4, 1980 Page 2 MOV-SI-860A&B, 862A&B, 863A&B and 865A,B,C&D - These valves can be repositioned upon manual initiation of transfer from safety injection to recirculation with a SIS present. This bypass is physically defeated by the use of the same pushbuttons and procedures as above.
S0V-478A&B, 479A&B, 488A&B, 489A&B, 498A&B and 499A&B - Upon reset of the Feedwater Isolation Signal these valves will return to their control function. Although there is no means to physically defeat the reset of these valves, the upstream isolation valves close and main feedwater pumps trip off on feedwater isolation and do not auto-matica11y open or restart on reset of the signal.
Procedures also require the resetting of the valve controllers to the "0" open position prior to resetting the feedwater isolation signal. With these features, the opening of the control valves will not permit feedwater to be submitted to the steam generators.
