We have reviewed your letters of September 27, 1979 and October 28, 1979 which discussed the qualification and operability requirements for valves that serve containment isolation functions ind might be utilized in containment purging and/or venting applications.
The Beaver Valley Power Station utilizes a sub atmospheric containment design. Therefore, no containment purging or venting is permitted by technical specifications during Operating Modes 1, 2, 3 or 4.
We utilize a five efm mechanical vacuum pump periodically during normal operation to maintain the containment at the sub atmospheric pressure required by the technical specifications. These vacuum pumps are automatically isolated by two series 2" valves upon receipt of a containment isolation signal.
We also are presently permitted by the technical specifications to utilize the steam jet air ejector during Mode 4 to provide a larger capacity to remove air from the containment during heatup. This 8" valve is permitted to be opened under administrative control only during Mode 4.
We have determined that this option is not necessary.
We are, therefore, submitting a proposed technical specification change request to remove this option.
The granting of this administrative technical specification change will leave no valve in the Beaver Valley plant that falls in the category described in the two referenced requests for information.

t Beaver Valley Power Station, Unit No. 1 Docket No. 50-334 Containment Purging and Venting During Normal Operation Request for Amendment to the Operating License Page 2 Safety Evaluation This purely administrative change to the technical specification introduces additional conservatism in the operation of the station due to elimination of a potential short term containment leakage path. This potential short term leakage path could occur only in the event of a loss of coolant accident during the short period of time that the valve was opened under administrative control.
We are providing three (3) signed originals and thirty-seven (37) copics of the attached proposed technical specification change request.
In accordance with 10 CFR 170.22, we are also enclosing a check in the amount of $1,200 for this Class II license amendment,.
