Dear Mr. Dunn:
On June 16, 1978, we requested that your provide an analysis of tne cotential impacts on safety-related structures and components due to a costulated failure and exolosion of the Mobil Pice Line Comoany oipe line across the Beaver Valley Power Station site. This analysis was required when it was discovered that the Mobil line was used to transport petroleum products (gasoline, kerosene and heating oil) other than crude oil. The consequences of accidents with these other products had not been previcusly evaluated.
By letter dated July 17, 1978, you submitted an analysis entitled,
" Potential Consequences of an Oil Pipeline Failure - Beaver Valley Power Station" dated July 14, 1978. We have completed our evaluation and are in general agreement with the conclusions of your analysis.
Our agreement is conditional as follows:
1.
The analysis is sufficient only for the Beaver Valley Power Station, Unit No. 1.
2.
The piceline location, configuration, and operation modes will not change so as to increase the probability or consecuences of an accident to Beaver Valley Power Station Unit No.1.
3.
No materials more toxic or flammable than the oil, heating oil, kerosene or gasoline evaluated in your report will be transported in the pipeline.
4 Current construction activity and operation restrictions along the pipeline as described by your July 17, 1978 letter and supplemented by your August 10, 1978 letter will be maintained as long as the pipeline remains in service on the site.

The agreements with Mobil Pipe Line Company which provide for licensee control of materials crossing the site will be maintained and augmented, as may be deemed necessary, to assure more positive control.
From our evaluation of your analysis, we have concluded that no further licensing action is necessary at this time.
