In response to J. Stolz's memorandum to me dated June 1,1978, we have reviewed the test program described in Toledo Edison's letters to the NRC dated May 18, liay 25 June 8, and June 13 and find the test program for Davis Besse Unit 1 to be acceptable. Our SER input is enclosed.
