SUMMARY

OF SITE VISIT ON JULY 6, 1978 Members of the NRC staff visited the Beaver Valley Power Station on July 6,1978 to familiarize themselves with regard to the present routing and proposed rerouting of the eight-inch Mobil pipeline which traverses the site, and to familiarize themselves with regard to pro-cedures used to control moisture in low hydrogen welding rods. Members of the NRC staff who visited the site were M. Wohl, G. Georgiev, and J. Angelo. During our visit we contacted R. Copeland, J. Carey, R. Burgandy, L. Williamson, W. Sikorski, J. Kaye and R. Arnsberger of Duquesne Light Company, and R. Rosenberg and J. Dowicki of Stone l and Webster Engineering Corporation. The items observed are of concern to the Environmental Evaluation Branch, Accident Analysis i Branch, and Materials Engineering Branch. '

Our concern regarding pipeline routings was caused by recent knowledge that gasoline is pumped through the Mobil line. Our safety evaluation 1 was based on oil and not on distillate products. We are therefore concerned with both the proposed relocation as well as the present location.

There are five petroleum pipelines (Buckeye, Laurel, Mobil, Ashland, i and National Transit) and one natural gas pipeline (Peoples Natural '

Gas) that traverse the site. The routing of these pipelines is in agreenent with the information shown in Figure Response 2.19.4-2 of 4 Amendment 12 to the Preliminary Safety Analysis Report for Beaver l Valley Unit 2. The proposed relocation of the Mobil pipeline to the west of its present location would place the line significantly farther from safety-related structures of both Units 1 and 2.

Duquesne Light Company has been requested to provide information with regard to the pipeline by letter dated June 16, 1978 under Docket No. 50-334 in the matter of Beaver Valley Unit 1. With regard to Unit 2, we will await the evaluation of that information on Unit 1 to determine what measures, if any, will need to be taken on Unit 2 which is presently under construction. l 8710280442 780713 I PDR ADOCK 05000412 l A PDR )

Our concern regarding weld rod procedures is not directly related to the Beaver Valley facility; rather, we are attempting to gather back-ground information that could assist us in the revision or implementa- l tion of welding codes, such as the American Welding Society Code, and -

that could be of assistance in research work in metallurgy now being conducted at Oak Ridge National Laboratory. Our initial interest in the procedures used at the Beaver Valley facility were the result of a report by Duquesne Light Company, pursuant to the requirements of 10 CFR 50.55(e), regarding the cracking of field-placed welds involv-ing the containment liner floor plate bridging bar and backing bar butt welds.
