POWER AUTHORITY OF THE STATE OF NEW YORK JAMES A. FITZPATRICK NUCLEAR POWER PLANT DOCKET NO. 50-333 ATTACHMENT TO LER 80-007/03L-0 Page 1 of 1 During normal operation, as a result of the tests to meet the requirements of I&E Bulletin 79-02, hanger H10-28 was made inoperable due to failure of the concrete expansion anchors associated with the baseplate for the referenced hanger. As a result of making the hanger inoperable, the "B" RHR loop was administrative'y declared inoperable.

In accordance with the requirements of Technical Specifications Appendix A, Paragraph 3.5.A, the operability of other ECCS equipment and emergency diesel generators, was demonstrated.

Therefore, the event did not represent a significant hazard to the public health and safety.

Hanger H10-28 was restored to operable status on January 9,1980 and the "B" loop of RHR was returned to an operable status approximately thirty-two (32) hours af ter the hanger was made inoperable.
