ATTACllMENT TO LER 78-104/03L-0 Page 1 of 1 During normal plant operation, while performing Operations Surveillance Test F-ST-76C titled Diesel Fire Pump Operational Check, the indicated volume of fuel oil on hand at the completion of th test was 147 gallons. This is contrary to the Technical Specification Appendix A, Paragraph 4.12.A.1.h which specifies a minimum of 172 gallons.

Failure to maintain adequate fuel supply for the Diesel Engine driven fire pump would require the pump to be declared inoperable and would limit the liigh Pressure Water Fire Protection System's ability to provide a water source for an extended time period if the redundant electric motor driven pump was also impaired or made inoperabic at the same time.

Subsequent investigation indicated that the initial fuel capacity readings and calculations were apparently in error and that the actual volume of fuel on hand was approximately 225 gallons. This was confirmed when the fuel tank was refilled and required approximately 50 gallons to completely fill thc 225 gallon tank. Since the precise mechanism which resulted in the low fuel readings could not be determined, the plant staff will carefully review the test data for subsequent tests until reliability of the indication is established.
