SUBJECT:

The Commission discussed the Office of Inspection and Enforcement's investigation report of licensee activities preceding, during, and imediately after the acciden.t at Three Mile Island Unit 2, and the resulting proposed imposition of civil penalties.
The Commission requested further information on:

whether any of the items cited as violations had been noted by E
inspectors prior to the accident and cited as items of non-fj compliance; 2.
whether any actions taken by the licensee during the accident that are now being cited as violations were either femally or tacitly approved by NRC on-site representatives; 3.
whether any of the citations for failing to inform NRC occurred during the period when the NRC switchboard was being manned by an answering service; 4.
whether any penalties should be imposed on individual utility employees perfoming supervisory roles during the accident; 5.
whether a rational basis exists for substantially increasing the doll &r amount of the proposed civil penalty.
