TERMINATION OF SHOW CAUSE PROCEEDING FOR BEAVER VALLEY, UNIT 1 The staff has completed its review of the licensee's submittals in response to the Show Cause Order of March 13, 1979 which required that the Beaver Valley Unit 1 facility be shut down because there was no reasonable assurance that analysis of piping systems for seismic loads on significant_. safety systems provided sufficient demonstration

.of the ability of the affected piping systems to assure safe shutdown and accident mitigation capability in a seismic event.

Included in the Staff's Safety Evaluation is the statement that two supports not yet analyzed must have been subjected to complete analysis and any necessary modification prior to restart.

I am satisfied that, with completion of that matter, the licensee will have shown cause why it should now be allowed to operate the facility on the bases described in the Staff's Safety Evaluation. Accordingly, I propose to issue an Order terminating the March 13, 1979 Show Cause Proceeding and confirming the commitments made by the licensee relating to resumed operation.

Enclosed for Commission consideration are copies of the following documents:

(a) draft Order, and (b) draft Safety Evaluation.

I am prepared to meet with the Commission to discuss these documents.

If no meeting is desired, I propose to issue the enclosed Order and Safety Evaluation as soon as the remaining two supports are satis-factorily reanaly:ed and, if necessary, modified. We expect this matter to be resolved by August 5,1979.
