A wIth Tom McKenna of my staff, you asked that the Nuclear Regulatory t,u.nission clarify the extent to which the Comonwealth of Massachusetts must participate in the upcoming exercise at Yankee Rowe and Vermont Yankee to meet the requirements of 10 CFR 50, Appendix E.

It is our understanding that the exercises at Vermont Yankee and Yankee Rowe will be full-scale exercises of the up-graded emergency plans to be held in Noverber 1981 and February 1982 respectively. The Comonwealth of Massachusetts will fully exercise their plan during the Pilgrim exercise in March 1982. Although 10 CFR 50, Appendix E only requires that a State participate in one full-scale exercise a year, we strongly recommend th e "*w achusetts also exercise with both Vermont Yankee and Yankee Rowe L.nis first time around under the new requirements in order for FEMA to be able to adequately evaluate the state of offsite preparedr. ass around both sites.
