Emergency Preparedness Licensing Branch Office of Inspection & Enforcement
SUBJECT:
POPULATION DATA FOR.ILGRIM-2 6
A comparability check has been made of the 0-10 mile populatien data used in the alternative site study and in the evacuation study for the Pilgrim-2 case, The results are shown in Table 1.
The alternative site study population was reported in the Final Supplement to the Final Environmental Statement (FS FES) dated May 1979. The population numbers in the study were based on data in the PSAR 'and ER and on data de-veloped independently by the staff.
The population reported in the FS FES was updated by the staff in testimony on the alternative site issue ir. August 1979 to account for revised population data (primarily *evised data on seasonal residents) reported in a study done by ERT, Inc., which was made available by the applicant just prior to the hearing.
In amendment 41 to the PSAR dated March 1981, the applicant has presented pop-ulation data for the plume eyosure EPZ which was utilized in determining evac-The population data in Amendment 41 were based on data uation time estimates.
from the PSAR, che ERT study, and on newer, updated population estimates de-veloped by HMM Associates (a consulting firm which has evidently replaced ERT).

lation data and methodology in the alternative site hearing are being challenged l
by the Commonwealth of Massachusetts and a hearing is upcoming on the evacuation issue in which the Commonwealth is a party, it behooves tSe staff to understand why there are differences in the population data and to correct any deficiencies l
before the emergency preparedness hearing.
l The population information in Table 1 does indicate that both the permanent ar.d seasonal resident population (at least out to 10 miles from the site) used by the rtaff in the alternative site study were conservative; i.e., high, in com-It is parison to the more current population data reported in Amendment 41.

this; a formal request will be transmitted following the meeting with SAB).
