INFORMATION NEEDED FOR THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) REVIEW OF THE STATUS OF DECOMMISSIONING AND SPENT FUEL MANAGEMENT FUND FOR THE VERMONT YANKEE NUCLEAR POWER STATION (EPID No. L-2019-LSO-0029)

Dear Mr. Daniels:

By letters dated March 28,2019 (Agencywide Documents Access and Management System

[ADAMS] Accession Nos. ML19087A318 and ML19087A276), Entergy Nuclear Operations, Inc.

(ENOI) submitted annual reports on the status of decommissioning funding and funding for managing irradiated fuel for Vermont Yankee Nuclear Power Station (VY) to the U.S. Nuclear Regulatory Commission. The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the subject submittal from ENOI and determined that additional information is needed from NorthStar VY and NorthStar NDC, as described in the enclosed Request for Additional Information.

Specifically, NorthStar Vermont Yankee, LLC (NorthStar VY) and NorthStar Nuclear Decommissioning Company, LLC (NorthStar NDC), the current licensed owner and operator of VY, respectively, did not submit the annual decommissioning financial assurance report or spent fuel management report for VY, as required by Title 10 of the Code of Federal Regulations (10 CFR) 50.82(a)(8)(v) - (vii). Additionally, the reports submitted by ENOI did not reflect costs and funding associated with the NorthStar accelerated decommissioning plan and schedule as approved by the NRC in its October 2018 (ADAMS Accession No. ML18242A638) approval of the VY license transfer.

The NRCs request for additional information is enclosed. Please provide this information within 30 days of the date of this letter or provide a plan for when this information can be provided.
