This letter will bring you up to date uith the cratus of the subject l'ro~ ram cnd c. resent handlino o. rocedures for the PuEc sources involvc O

O in the lease program.

nC is continuing to work on Phase I, "the examination of all source currently in storage at Mound," and Phase II, " neutron sou:ce licensee survey" as described in you-letter to Mr. D. D. Davis (A2C/DAO) dated March 1, 1971.

The work is proceeding with no anjo:

problem areas.

In Phase I the non-destructive tests cre underuay.

The destructive test progrc= wcs limited to assembling tha test apparcrus.

Testing did not start primarily due to rhe fact that the available =anpower

- is presently cssigned to the Pioneer Program.

Destructive testing should begin shortly an ' proceed at a rate determined by canpower ov-m,:-,.,.y SC mailed survey letters to all neutron source licensees.

To dcte approximctely 40"/. of the licensees responded to the survey letters.

i E C is meeting the present demand ro lerse PuSe neutron sources wit those sources found satisfactory after subjecting them to all non-destructive tests.

These tests include:

es.s 1.

Rcdiography - Two shots are taken 90 cpcrr.

In evclucting the radiogrcphs MRC looks for condition of the weld areas and overall condition of the liner walls.

S ixty-eight sources were radiographed of which 36 are considered questionable for field use.

Reascas for cuestioning the 36 are:

bulging, liner corrosion, cnd open (weld) linars.

While the criteria for re-jection has not been firmly established, an open liner was the reason for not releasing the vast =ajoriry for

~

-.le,t, use.

i

'2.

Dos e Rate Measurements - Gar =a cnd neutron dose rates are =easured at distances ranging from 20 to 100 cenrimeters from the source.

Forty-two sources were

=ca s ure d.

3.

Visuni - Dimensional Check - The dimensions of ecch source cre accurately measured to compare with the original data.

Eleven sources are co=pletec.

4.

Leck Check - The outer contciner is checked by pressurization with helica then vacuc= checked for leakcge.

Eleven sources cre cc pleted.

5.

Neutrcn Emission - Total neutron emission is mecsured and comparec with origina~_ data.

This test is used pr' c d 'y as a calibration.

Twenty-six sources are ccmp le ted.

4 C.

General Cor.racuts 1.

Progrcm is running very well considering Pioneer progrc= priority.

2.

It is important to note that ~ 507. of the sou cas tested are considered defective.

D.

Plans 1.

>2C will continue testing until a more co eplete picture is formed.

An integral pcrt of this complete picture, however, are the dcta from the destructive tests.

2.

FaC will prepare a list of criteria to use for judging the sources ' integrity in Phase IV.

II.

DESTRUCIIVE ANALYSIS A.

Equipment 1.

Gas sample facili;y wcs cc pleted.

Equipcent checkout is anderway.

2.

Dose rate measurements revealed two sou ces recuirina O

remote handling to assure personnel safety.

Plcns are being formulcted to do necessary work on these sources.in ?? Building.

3.

Tests 1.

All non-destructive tests mentioned abcve.

2.

Gas ss=ple cnd pressure measurement.

This test will sc=ple the gas and necsure the gas pressure heraean the Pu3e alloy and liner and between the 0.iner and oute r container.

3.

Metcilogrcphy

'.aC will exacine the weld areas cnd walls of each liner.

4.

Fuel Analysis - The fuel analysis will consist of rhose tests deemed necesscry cfter the chove are cenpleted.

L 098

.')-.'l2

t/

C.

Plans 1.

MRC wil' correlate chose dctc with those obtained from SDT to forn fincl criteria for j udging Pu2c sources in the field.

D.

General Co==ents 1.

Actual destructive testing is progressing at a rate

~

determined by canpcwer availability.

2.

A significant milestone was reached when the test equipment for the various destructive tests was

.procurred and assembled.

III.

SCURCE SURVZY Letters were sent to all licensees (totaling 317 according to our files) requesting a wipe check, dimensional check, and a histcry of use to which ecch source was put.

To date approximately 40*/. responded representing 450 neutron sources.

This survey will accomplish tasks under Phase II of this program. -

In many ccses, difficulties are being encountered in locating holders of sources due to unknown addresses, no longar in business, ecc.

While eveg effort will be made to locate all holcers, scne will undoubtedly not be found.
