All of the sources (DNET program) should be j
. recalled on a rotating schedule and tested to ensure conformity with such standards.
(c)
Users and/or fabricators of commercially produced sources of this type should be advised of the foregoing decisions and

planned action.
If you agree with these recommendations, we are ready to assist wherever we can.
Specifically regarding encapsulation, we propose that DOI hypothetical accident conditions for special form radio-active material and National Fire Protection Association (NFPA) guidelines for building fires be used as design criteria.
Upon your approval, a review of current designs will be undertaken against these criteria, and test specifications established accordingly.
This could be done within the time schedule and funding originally established for this activity.
Guidance regarding the future?of the Neutron Source Surveillance Program is requested by February 25 for inclusion in the.FY-1974 Budget Submission.
Additional funding would be required for FY-1973 to cover the recall, check, _ correction (if required), and return of the field sources.
'Very truly yours, YG bT
