RE: Docket ID NRC-2018-0279 Pilgrim Nuclear: Consideration of Approval of Transfer of License and Conforming Amendment As a concerned citizen living within the affected area, and a former minister of a parish in a town adjacent to the Pilgrim Nuclear Plant site, I am writing in support of both the
Commonwealth of Massachusetts Petition for Leave to Intervene and Hearing Request in
Docket No. 50-293 & 72-1044 and Pilgrim Watch's in the same proceeding filed February 20, 2019.I spoke from my pulpit on this issue many years ago, and am appalled that many of the same conditions, especially with respect to evacuation plans in the event of an unexpected disaster, still pertain.
The Commonwealth and its citizens have ongoing financial, health, safety, and environmental concerns related to the decommissioning of Pilgrim that must be adequately addressed before
that process is allowed to go forward.
I support in full the contentions, bases and facts brought forward in both petitions, and submit
that:* There is insufficient evidence to provide reasonable assurance that there are sufficient funds to decommission the site, risking leaving the Commonwealth as the payer of last resort.
- The NRC agrees that a shortfall in funding would place public health, safety and the environment at risk.
- Pilgrim Station has a long history of poor management.
- In order to accurately determine decommissioning costs and identify what requires cleaning up in order to protect public health, safety and the environment, a thorough site analysis must
be performed at the beginning of the decommissioning process.
- Pilgrim's location is unique - all communities facing Cape Cod Bay require a clean environment, and Cape Cod Bay drains into Massachusetts Bay.
- Previous documents do not bound environmental impact, and NEPA requires an analysis, as decommissioning is a major federal action.We look forward to a hearing required to protect our communities now and into the future.
