PILGRIM NUCLEAR POWER STATION - REPLY TO NOTICE OF VIOLATION (NRC INVESTIGATION REPORT NO. 1-2017-011)

Dear Mr. Sullivan:

The U.S. Nuclear Regulatory Commission (NRC) is in receipt of Entergys letter dated March 29, 2018 (ML18117A1631) which responds to our February 27, 2018, letter and NRC Notice of Violation (ML18052B084). That letter cited Entergy for being in violation of a condition of Pilgrims NRC license as specified in the facility technical specifications. Specifically, the letter and Notice of Violation describe the failure to comply with the applicable procedure when Pilgrim staff did not properly implement a surveillance test of the reactor core isolation cooling (RCIC) system on March 27, 2017. The staff performing the RCIC steam line high temperature surveillance test deliberately failed to perform concurrent verification of installation of an electrical connection as required by the procedure to ensure they were manipulating the proper component, resulting in inadvertently isolating the high-pressure coolant injection system and rendering it unavailable for 33 minutes. The NRC will review the implementation of your corrective actions during a future inspection to determine their adequacy and that full compliance has been achieved and maintained.
